Is it legal to make Drum Kits out of samples?

Is it legal to make loops of samples from other songs (like for the purpose of making a virtual Drum Kit library)?

I don’t see why not. It really depends on what you mean by a sample. If you are just sampling a snare beat, etc. then no. If you are sampling enough of the song that it is recognizable as a part of said song then it would be illegal…if you get caught. Obviously if it is just for your entertainment and never posted on youtube, etc. you have nothing to worry about.
